Essay

Object: economic relations that arise between public authorities of different levels of subordination, educational institutions, economic operators and population in the process of state regulation of education. Purpose: development of theoretical basics and improvement of scientific and methodological approaches to state regulation of education in the context of national economy development. Methods: analysis, synthesis, logical generalization, induction, deduction, scientific abstraction and grouping, logical-historical analysis, comparative and statistical analysis, binary logit modeling, distributive-lag analysis, correlation-regression analysis with fixed effects, principal component method, parametric method stochastic frontal analysis and cluster analysis, gravity modeling method, etc. It is offered: first: scientific and methodological basics of aggregate evaluation (based on the combination of principal component method and parametric method of stochastic frontal analysis) of the influence of state measures on improving the educational environment on the effectiveness of the implementation of the strategy of sustainable development of the national economy, taking into account its sectoral and technological specificity; it is improved: a methodological toolkit for factor-segmental analysis of the link between the effectiveness of achieving the individual Sustainable Development Goals and the effectiveness of the use of certain instruments of state regulation of education; scientific and methodological bases for substantiation of the influence of state regulation of education on structural transformations in the national economy; methodical approach to substantiation of the influence of state regulation of education on the development of social and labor relations in the national economy; gathered subsequent development: methodological principles of optimization of the regional network of institutions of vocational (technical and vocational) education; the system of principles of state regulation of education by supplementing it with the principles of extended partisipativity and institutional and functional complementarity. Sphere of the use: Ministry of Education and Science of Ukraine, local self-government bodies, institutes of civil society.
