Enterprise (production, logistic-flow, flow-process) approaches to establishing regularities activity resource support formation are generalized. The expediency of using the flow-project approach to form the resource support of the enterprise development based on the strategic resource flows ordering is substantiated. In the enterprise development strategic planning, it is proposed to use the flow-project approach provisions, in which resource support formation for the development strategy is considered through the strategic resource flows set isolation, dynamic structuring, distribution and redistribution. The strategic resource flow phenomenon essence as a whole economically conditionally homogeneous objects (resources) set is revealed, which is determined by the systemdynamic nature distribution ordering quantitative and qualitative parameters in space and time in accordance with the requirements of ensuring the enterprise development projects complex implementation. Natural resources and products objective character supply available sources general tendencies towards limitation manifestation of their primary processing due to extreme increase humanity productive activity scale is proved. The dynamics and the determinants of enterprises resources using efficiency ensuring under structural conditions and the economy innovative transformation are determined and analyzed. The enterprises resource efficiency analysis of the electro technical industry of Ukraine is carried out. Enterprises resource provision state generalization is made on the basis of using resources comparative competitive analysis results by a group of competitors. The strategic planning process expediency of supplementing the methodological foundations in the sphere of resource support is proved by defining and taking into account the ecological and economic priorities of the enterprise forming and using the resource base development in accordance with the assessment of the competitive strategy implementation needs and the nature of the envisaged ecological and economic effect. The resource support recommendations on strategic planning of the enterprise development taking into account ecological and economic priorities are offered. A methodical approach to the strategic resource flows distribution in the formation of resource support for the enterprise development strategy is proposed. The expediency of considering the resource support system of the enterprise development strategy as formed in the management functional subsystems interaction framework of the cyclic communications development, oriented to maintain a high level ability to adapt to changes in the economic environment with the feedbacks presence, is substantiated. The index system composition substantiation is given and recommendations are made regarding the assessment of the enterprise development strategy resource system organization level. A methodological approach to strategic planning to increase the efficiency measures of the enterprise development resource support has been developed. A methodological approach to evaluate and select strategic resources based on the generalization suppliers of requirements for providing flexibility and adaptability, stability of enterprise resource support supply in the development system is proposed. The sequence of measures strategic planning to increase the enterprise development resource support efficiency is proposed. The introducing perspective feasibility and cooperative-competitive approaches within the proposed sequence to increase the validity and consolidation of strategic orientation management decisions in the sphere of resource conservation strategy implementation is proved.
