Nehrich N. Forensic characteristics and peculiarities of investigation of knowingly false reports about the threat to citizens' safety, destruction or damage to property

The dissertation is devoted to problem aspects and peculiarities of forensic characterization and investigation of knowingly false reports about the threat to citizens' safety, destruction or damage to property objects. It is noted that the study of the problems of forensic characterization and investigation of these crimes becomes relevant not only because of the recent increase in the number of such crimes, but also because their level of disclosure remains extremely low. Today, the dissertation on the nature and content of the issues considered is the first in the national science of complex monographic research of problem issues of criminological characteristics and investigation of knowingly false reports about the threat to citizens' security, destruction or damage to property. The work provides a classification of criminologically significant features of persons who knowingly falsely report on the threat to citizens' safety, destruction or damage to property objects, and the motives of their acts; the peculiarities of the initial stage of the investigation of these crimes are known and the conduct of separate investigative (search) actions; certain aspects of the methodology of investigating forensic characteristics and investigating the criminal acts analyzed; the place of separate elements in the system of forensic characteristics of these crimes is determined; presented suggestions on improving forecasting and prevention during the investigation of knowingly false reports about the threat to citizens' safety, destruction or damage to property. Knowingly false reports of the threat to citizens' safety, destruction or damage to property are of increased public danger, since they paralyze the normal activities of organizations and institutions, divert the forces and means of law enforcement agencies and services that are called to provide assistance in extreme situations. In addition, the economic losses caused by the forced suspension of production activity are significant.
