Bakhtina Y. Legal monitoring as a function of public administration

The scientific work is devoted to a comprehensive study of legal monitoring as one of the functions of public administration, the place of the function of legal monitoring among other functions of public administration is determined. The paper reveals the concept of public administration in the broad and narrow sense; concept and types of public administration functions; correlation of terms “control”, “supervision”, “monitoring”; legal monitoring is defined as an integral function of public administration. The dissertation analyzes: the concept, goals and objectives of legal monitoring; subjects and objects of legal monitoring; classification of legal monitoring; basic principles of activity of legal monitoring entities; legal monitoring technique; the use of monitoring activities to improve administrative legislation and public administration; concept of law enforcement practice; organization and monitoring of law enforcement practice. The scientific provisions were developed in the dissertation and the results obtained, which together solve the urgent scientific problem of revealing the essence of legal monitoring as a function of public administration and its use to improve administrative legislation.
