The thesis generalizes the theoretical generalization and obtains a new solution to an important scientific problem regarding the scientific substantiation of theoretical and methodological and applied principles of construction and functioning of mechanisms and systems of personnel safety management of agricultural enterprises. The essential and substantive features of the personnel security of the enterprise are determined. The factors of compliance of personnel security of the enterprise are identified. The features of construction of systems and mechanisms of personnel safety management at the enterprises of agro-industrial production are determined. The current state of personnel security of agricultural enterprises has been established. A methodological approach to assessing the level of personnel security has been developed. The influence of the external environment on the formation of personnel security of the enterprise is outlined. The methodological bases of estimation of conditions of formation of personnel safety of the enterprises are defined. The conceptual principles of compliance with personnel security at the enterprise are substantiated. Strategies for compliance with personnel security at the enterprise have been identified. Conceptual bases of personnel safety compliance at the enterprise are grounded, based on the system of measures, levers and tools for prevention of personnel risks and threats, integration of rules, algorithms and procedures of personnel management into the general system of management of the enterprise, creation of dynamic systems of motivation and incentives for staff compensation. negative manifestations of its economic behavior in the process of performance of production and management functions and responsibilities. Methodical principles of determining the level of compliance of the personnel of agro-industrial enterprises with the tasks of implementation of development programs, introduction of production-technological and commercial innovations, creation of preconditions for elimination of personnel risks with further establishment on this basis of an integral indicator of observance of personnel safety of the enterprise are determined. The methodical approach to the estimation of the personnel safety level of the agroindustrial production enterprises is offered, which is based on the complex estimation of the influence of the risk factors of the enterprise personnel observance carried out using modern methods of environmental analysis, expert evaluation of the internal organizational tendencies of personnel management and economic and statistical estimation. level of personnel security of the enterprise. Identification of the factors of compliance with the personnel security of the enterprise based on the application of the typology of personnel risks and threats in the context of functional and instrumental areas of personnel management, namely: personnel needs planning, selection and recruitment, staff assessment and certification, staff development, motivation and incentives, staff release. The scientific interpretation of the essence of the concept of "personnel security of the enterprise" is developed by considering this phenomenon as a component of economic security, which characterizes such a state of the enterprise management system, which allows the latter to fully ensure the production and commercial process of labor resources according to qualification, quantitative and behavioral requirements, as well as eliminates the possibility of actions of the personnel of the enterprise, which go against the policy of main activity and implementation of development strategies and programs.
