The basic stages of formation and development of the permitting system in Ukraine are investigated. The concept of the permitting system is formulated, its essence is revealed and a place in the activity of the National Police of Ukraine is determined. The foreign experience of legal regulation in the sphere of the permitting system is analyzed. On the basis of the analysis of normative, doctrinal and scientific sources, the content of the permitting system of the National Police of Ukraine under special legal regimes is revealed. The administrative and legal status of the National Police of Ukraine in the sphere of the permitting system under the conditions of special legal regimes has been determined. The administrative and legal consideration of the objects of the permitting system of the National Police of Ukraine under special legal regimes is provided.
