Dudkin O. The formation and usage of oil and gas strategic reserves of Ukraine’s national economy

The process of formation and use of strategic oil and gas reserves of the national economy (NSRNE) is the object of the study. The purpose of the thesis is to develop theoretical and applied principles for the formation and use of strategic oil and gas reserves of the national economy. The research methods are as following: systematic approach, frame model, monographic analysis, methods of set theory, graphical method, principles of process-structured management, scenario approach, tuple, calculation method, statistical analysis tools, MOSES (Model of Short-Term Energy Security), agency approach, historical analysis, normative method, comparative analysis, tabular method, structural method, SWOT analysis. For the first time, the mechanism for managing the formation and use of the NSRNE was developed; the basic principles of the formation and use of the NSRNE by developing a set of related concepts for the formation and use of the NSRNE as well as regulatory and legal assurance for the management of the formation and use of NSRNE have been improved; the understanding, composition and purpose of the NSRNE and the substantiation of the feasibility of forming the NSRNE in Ukraine, as well as the toolkit for assessing the feasibility of forming the NSRNE have gained further development. The results of the study were used by Verkhovna Rada of Ukraine Committee on Fuel and Energy complex, Nuclear Policy and Nuclear Safety, Ministry of Energy and Coal Industry of Ukraine, The State Reserve Agency of Ukraine, The National Institute for Strategic Studies, as well as in the activities of enterprises and organizations. The state authorities and enterprises are the scope of author’s proposals usage.
