Kvashyn V. Administrative and Legal Principles of Guaranteeing Civil Rights within the Activities of Customs Agencies

Historical and legal analysis of guaranteeing civil rights within the activities of customs agencies has been carried out. The essence, content and specific features of guaranteeing civil rights within the activities of customs agencies have been determined. The author has established the place of the State Customs Service in the system of subjects of guaranteeing civil rights in Ukraine. The author has provided characteristics to legal principles of guaranteeing civil rights within the activities of customs agencies and has determined the place of the norms of administrative law among them. The range of principles of guaranteeing civil rights by the customs agencies of Ukraine has been outlined. The author has provided characteristics to the forms and methods of guaranteeing civil rights by the agencies of the State Customs Service of Ukraine. Organizational and legal principles of interaction of customs agencies with other law enforcement agencies of Ukraine in the sphere of guaranteeing civil rights have been studied. International experience of guaranteeing civil rights by the customs agencies has been generalized and the possibilities of its application in Ukraine have been determined. The author has outlined the ways of improving administrative legislation, which defines the legal principles for guaranteeing civil rights within the activities of customs agencies. The author has determined organizational problems of guaranteeing civil rights by the agencies of the State Customs Service of Ukraine.
