Dissertation research outlines the theoretical and methodological substantiation of the impact of modern military-political conflicts on the vital activity of population and society in general as well as the development of conceptual foundations of transformation of the state civil protection system in the modern security environment. Genesis of scientific views on the military-political conflict as a mechanism for resolving of interstate contradictions was analyzed. Forms of modern military-political conflicts of hybrid type and their impact on civil protection were determined. The existing approaches for interpretation of the concept "military-political conflict" were described and the terminology was improved by conceptualizing the definition of "military-political conflict of the hybrid type" (this is an confrontation of political subjects in the middle of the state, at the interstate level, aimed at pursuing their own political interests using various means, forms and methods of influence in political, military, economic, social and other spheres of life). Genesis of civil protection, as a function of the state to protect its population and territories in case of emergency situations, including those ones caused by military-political conflicts, was explored.
