The dissertation is devoted to problems of development of the system of public procurement management in construction. The problems and obstacles to achieving macroeconomic efficiency of tenders carried out during the implementation of investment programs in the public and private sectors are investigated. The theoretical basis for managing macro-level investment programs into different phases of their implementation has been systematized. The categorical apparatus of the theory of economic and legal regulation of public procurement has been improved, in particular, a number of concepts have been clarified: “macroeconomic utility”, “utility of public procurement”, “public utility of the tenderer for public procurement”, as well as “public system of regulation of the public procurement market, in contrast to the existing ones, they cover not only the aggregate consumer characteristics of procurement items, procurement procedures, but also the long-term macroeconomic results of procurement activities. states. The main requirements for the evaluation of the tender proposals are systematized, which serve as a basis for justifying the directions and means of strengthening the supervision over the efficiency of the use of public funds. On the basis of empirical researches the necessity of introduction of the Concept of state regulation of the public procurement market in the field of construction on the basis of macroeconomic utility of tenders is developed and substantiated. products. Within the framework of the author's concept, an organizational and economic mechanism for regulating the development of the public procurement market has been developed, which, unlike the existing ones, allows to strengthen the system of control of budget expenditures, reduce corruption risks, avoiding the multiplicative reduction of aggregate expenditures. The proposed organizational and economic mechanism provides for the maintenance of an econometric dossier of applicants for construction work and a differentiated approach to the selection of tenderers. A scientific and methodological toolkit for estimating the likelihood of expenditures of state funds during construction works is provided. The proposed toolkit, compared to the existing ones, provides in-depth analysis and modeling of the behavior of the potential contractor according to his econometric dossier.
