The dissertation is one of the first in Ukraine comprehensive studies on the availability of administrative and legal remedies in public law. The result of the study is a set of scientific generalizations, conclusions, a number of new scientific provisions that are important for modern theory of administrative law. The paper first proposes to consider the availability of administrative and jurisdictional protection as a set of legal and organizational factors of objective and subjective origin, which in systemic interaction create the proper conditions for the person to exercise the right to defense in relations with the authorities through administrative appeal or appeal to court.
