Alexandrov A. Organizational bases of information-analytical activity in state authorities in Ukraine

The dissertation presents the theoretical generalization and new solution of the scientific - theoretical problem, which consists in the identification of organizational foundations and the development of practical recommendations for the development of modern information and analytical activity of public authorities, as well as the conceptual substantiation of the expediency of their management in practice of Ukraine. Generalization of scientific approaches and results of intelligence, which characterize the national and European scientific opinions on the organizational foundations of information and analytical processes of public administration, gave reason to determine that their content is manifested through the following processes of public administration: analysis of management goals and creation of tasks of information and analytical work; adaptive management of information gathering for the decision of state-administrative tasks in the conditions of different situations, including variables; analysis and evaluation of the data obtained in terms of management tasks that determine the content of the processes and phenomena that are observed; creation of a research model, purpose and working environment of research in the spheres of management, policy, economics, verification and correction of the adequacy of such model; planning and conducting of model experiments by determination of information content and analytical support of activity of state authorities and local authorities; synthesis of new information needed to solve management problems (interpretation of results, evaluation, etc.); bringing analytical results to the management entity. A conceptual integrated model of integrated information and analytical activity of the authorities through the prism of its application in Ukraine to improve the coordination process of public policy development has been developed (involves gathering information and further processing of obtained data to verify the reliability of expert assessments, their further generalization and bases data using modern information multimedia technologies) and analytically-interoperable process of realization of information resources ( including the generation of relevant information for its further analysis and for identifying problems in the creation of simplified procedures for the processing of analytical materials prepared on its basis, which should provide new opportunities for improving relations between authorities, business entities and citizens).
