Yermak V. Administrative and legal basis for the activities of local authorities in the field of housing and communal services

The dissertation is devoted to the study of the administrative and legal bases of the activity of local authorities in the field of housing and communal services. Also the place of local governments on the implementation of state policy in the provision and receipt of housing and communal services was determined in the thesis. The sphere of housing and communal services as a special sphere of public administration is defined. It is indicated that this sphere should be controlled with the system of administrative legal regulation, since it is connected with the features of either the housing and communal services themselves and the implementation of housing services. Also it is connected with the fact that public relations in the field of housing and communal services arise between public authorities and consumers, including people. It is noted that without administrative and legal regulation of public relations there will be no unity and order in the management of housing and communal services, the reform of the housing system in general and its individual branches in particular. In the framework of the dissertation, the most common views on understanding the principles of activity of local authorities in the implementation of state policy in the field of housing and communal services are analyzed. The author proposes a classification of principles of local authorities on the implementation of state policy in the field of housing and communal services.
