In the dissertation on the basis of complex research of administrative and legal bases of activity of subjects of town-planning the directions of their improvement which are based on provisions of the general theoretical characteristic, the administrative-legal status, the organization of activity, domestic and foreign experience in this sphere are defined. It is noted that administrative and legal relations in the field of urban planning should be considered as relations regulated by the rules of administrative law, which determine the behavior of their participants in the field of urban planning, aimed at forming a full living environment of the state. Improved understanding of the system of methods of activity of subjects of administrative and legal relations in the field of urban planning. The legal bases and principles on which the activity of the subjects of administrative and legal relations in the field of urban planning is based are determined. The concept and classification of administrative acts of the subjects of administrative and legal relations in the field of urban planning are defined. The necessity of making amendments to the laws of Ukraine "On the basics of urban planning" and "On architectural and construction activities" to regulate the procedure of administrative appeal of an individual administrative act in the field of urban planning is substantiated. The ways and means of solving problems in the areas defined by the Draft Concept of Public Administration in the Sphere of Urban Development and approval of the action plan for its implementation to regulate relations in the field of urban development have been improved.
