The dissertation is devoted to the deepening of theoretical positions, the development of methodological and theoretical recommendations for the provision of personnel management system to increase the competitiveness of the enterprise. The conceptual apparatus of the personnel management system for improving the competitiveness of the enterprise and the theoretical positions of personnel management to improve the competitiveness of the enterprise through the refinement of the content of the research domain and the relationship between the key concepts «competitiveness of the enterprise - the competitiveness of the personnel - adaptation to innovation changes - the quality of labor life - the quality of the workforce», which made it possible to determine the principles of the formation of the system and personnel management to improve the competitiveness of construction companies. The factors of personnel management of a construction enterprise in the conditions of competition are systematized, the analysis of trends and changes in the functioning and development of construction companies in a competitive environment. The actual tools of personnel management of a construction enterprise in the context of increasing its competitiveness, which, in contrast to the existing ones, contains assessment: the impact of labor quality on the competitiveness of a construction company; level of competence of managerial personnel of construction enterprises; factors of personnel management to increase the competitiveness of the construction company; the present and forecasted level of competitiveness of a construction company; motivational potential of personnel development of construction enterprises; analysis of trends and changes in the functioning and development of construction enterprises in a competitive environment. The methodical approach to the formation of the personnel management system for increasing the competitiveness of the construction company, which is constructed taking into account the tendency and changes in the competitive conditions of the development of construction enterprises and the requirements of personnel with the introduction of the principles of adaptability, engineering competence, professional workability, social activity and includes a set of activities with increasing motivation potential, social responsibility of the personnel of construction enterprises. The methodical principles for developing the motivational potential of the construction company personnel are proposed, the difference of which is to take into account the peculiarities of adaptation and readiness for innovative changes in the enterprise, the results of monitoring and evaluation of the quality of the workforce, which allows to determine the problem issues in the system of personnel motivation and the possibilities of applying the model «Learning organizationisation» For the development of his organizational knowledge. The evaluation and analytical support of the personnel management system for increasing the competitiveness of the construction company and the tools of personnel management of the construction company in the context of increasing its competitiveness, which, unlike the existing, contains methods and measures for the formation of personnel policy (staffing, the formation of the required level of competence, qualifications, experience, adequate wage system) according to the directions of development, the goals of the competitive strategy, the results of assessing the existing and forecasted levels of competitiveness of the construction company.
