The dissertation deals with the state of scientific development of the problem of studying the moral and psychological characteristics of the perpetrator and the victim of the crime. The own definition of the person of the offender is formed, under which it is offered to understand the person to whom the functional-role, intellectual, emotional-volitional and other traits, which in combination with the external conditions (situation) affect the social behavior, in connection with which he is attracted liability under criminal law.
