It is determined that the National Archival Fund is a part of the world cultural heritage, as well as a center of cultural heritage of the Ukrainian people in the form of systematically organized, registered archival documents belonging to Ukraine as a state with different content, purpose and focused on material media. Ways of valuable retrospective documentary information that has cultural value and is the property of the nation. The features of the National Archival Fund are: the center of cultural heritage of the Ukrainian people; is the location of systematically arranged, registered archival documents; has a complex internal structure; enters into legal relations, receives specific rights, responsibilities, bears legal responsibility; protected by the state. It is established that the administrative services of the National Archival Fund are a public service of the National Archival Fund regarding the written confirmation of the information contained in the archival documents.
