Thesis presents a theoretical generalization and a new solution to the scientific problem, which is manifested in determining the nature of corruption risks in the sphere of administrative services and outlining the administrative and legal bases of their counteraction. The concept of corruption risks in the sphere of administrative services is defined as a set of legal, organizational and other factors that give rise to, encourage (stimulate) persons to commit corruption offenses in the provision of administrative services in the performance of their functions of the state or local government.
