The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to determine the nature and features of the statement of claim as the main form of appeal to the administrative court to protect the rights, freedoms and interests of the individual. The stages of formation and development of legal bases of appeal to the court for protection of rights, freedoms and interests of a person in public legal relations are revealed. The essence of the principles of appealing to the administrative court is analyzed. Forms and types of appeal to the administrative court, the place among them of the statement of claim are established. The essence, features and types of claims in the administrative proceedings of Ukraine are determined. The structural elements, forms and content of the statement of claim are clarified. The peculiarities of the statement of claim to the administrative court for certain categories of public law disputes are outlined. The foreign experience of the person's appeal to the bodies of administrative justice is generalized and the possibilities of its use in Ukraine are determined.
