The dissertation provides a theoretical generalization and a new solution to the scientific problem, which is to determine the nature and features of administrative and legal principles of preschool education in Ukraine and outline ways to improve administrative legislation, which governs the activities of both public (municipal) and private preschools. The organizational and legal bases of the organization of the educational process in the conditions of the preschool education institution are characterized. The legal bases of control over the activity of preschool educational institutions have been worked out. The foreign experience of legal regulation of preschool education institutions is generalized and the possibilities of its use in Ukraine are outlined. The directions of improvement of administrative and legal bases of activity of the state and municipal establishments of preschool education of Ukraine are offered. The ways of improving the administrative and legal bases of non-state preschool education institutions of Ukraine are outlined.
