Essay

The thesis is devoted to the development of theoretical and methodological approaches and substantiation of practical recommendations on state regulation of the labor market in the context of systematic transformations of the national economy. The theoretical basis of state regulation and development of the labor market is investigated; the factors and features of the process of state regulation of the Ukrainian labor market have been systematized; methodological bases of estimation of the system of state regulation of the labor market are justified. The term "state regulation of the labor market" is defined as a system of state-regulatory relations in the sphere of functioning of the labor market, to ensure the stability of economic and social-institutional relations for the purpose of reproduction and efficient use of labor. Main characteristics of the development of the labor market have been formed. The factors of external and internal influence on the labor market are determined, main factors that determine the nature and structure of the modern labor market are justified. The interrelation of the factors influencing levels of labor supply, demand and their correlation is established. Diagnosis of current state of the labor market of Ukraine; tendencies of increase of labor productivity and employment in the economy of transitive type are estimated; priority directions of development of the labor market and its state regulation in Ukraine are justified. We carried out forecasting by qualification groups, which proves that there is an increase in the following groups as: employees, managers; professionals; skilled workers with a tool; workload in servicing. By using this approach to forecast the labor market demand, it is possible to develop strategic measures and recommendations that can improve efficiency of the labor market. According to the analysis, there is a significant shortage of highly skilled workers in Ukraine, which is related to the uneven development of the labor market segments. This requires development of appropriate actions that can predict levelling of equal opportunity dynamics across all categories and populations. The balance model of state regulation of labor market functioning has been developed; scientific and methodological bases of forecasting employment in the labor market have been formed; the scientific and practical provisions for improving the monitoring of the labor market in the context of systemic transformations are proposed. The model of functioning of the state market is offered that allows to reflect the nature of interaction of data of socio - economic institutions, to determine existing connections between the subjects, to characterize their strength and direction and to outline the range of search for factors that influence the labor market. It should be taken into account that each stage of socio-economic development of the state marks significantly processes occurring in the labor market and form the appropriate background for their passage. The principles of formation of the labor market monitoring system have been determined. An algorithm for monitoring the employment of the population in Ukraine is recommended. It allows for a gradual study of the processes of employment in the labor market in Ukraine through the monitoring of indicators that directly affect these changes and to formulate the necessary set of measures aimed at improving the current situation.
