Essay

Object of study: state regulation of the formation and use of electronic information resources. Purpose: substantiation of the theoretical foundations of the organizational and legal mechanism of state regulation of the formation and use of electronic information resources in Ukraine, as well as determining the directions for its improvement. Methods: comparative legal and historical legal; systems approach; modeling; structural and functional analysis; sociological; historical and comparative; extrapolation and forecasting. Results: theoretical principles were developed and methodological provisions were developed, the totality of which allows us to determine directions for improving the organizational and legal mechanism of state regulation of the formation and use of electronic information resources in Ukraine. Novelty: the expediency of introducing the concept of "public information resources" as public information into wide scientific circulation and legislation on access to public information is proposed and substantiated, the introduction of a hierarchical three-level system of access to electronic information resources with national sovereignty in the information sphere is proposed; the priority directions of development of state regulation in the information sphere in the conditions of violation of national sovereignty by filling of a gap in the leading documents providing functioning of system of electronic information resources, the project of Strategy of secondary use of public information resources are improved; organizational and legal mechanism of state regulation of electronic information resources through the introduction of a system of secondary use of public information; received further development: the conceptual and terminological apparatus of the science of public administration in the information sphere, in particular the terms that significantly expand the list of use of public information and the number of subjects covered by law, namely: "public information", "secondary use and dissemination public information "; organizational support for the regulation of electronic information resources, which, in contrast to the existing one, additionally expanded the powers of the Ministry of Digital Transformation of Ukraine as the central executive body by transferring from the Ministry of Information Policy of Ukraine powers to ensure the functioning of state information resources. Implemented in the activities of: Kharkiv City Council, National University of Civil Defence of Ukraine. Areas of use: public administration, local authorities and self-government, public organizations.
