Conceptual principles of institutional support for the development of housing affordability as a set of measures and actions of state, municipal and territorial authorities aimed at steadily increasing the affordability of housing through the formation of new or transformation of existing norms, rules, regulations, traditions, organizational structures and mechanisms interaction of all participants of the investment and construction process. The main macroeconomic goal of state regulation in the field of housing construction is to increase housing affordability. The main methodological approaches and criteria for assessing the availability of housing, which are used in world practice, are analyzed. The need to change the institutional environment for the formation of accessibility of housing within communities, in particular the modernization of environmental, social, market, fiscal, organizational, legal, planning and innovation components. An organizational and economic model of measures for the implementation of the Program of construction (purchase) of affordable housing in the Kyiv region, which will ensure their economic feasibility and environmental safety.
