The paper presents the scientific thesaurus of concepts "organizational-economic mechanism of management of investment activity of road management" and the principle of syncretism unified diversity of its interpretation by verbalization of its content by the method of QFD (Quality Function Deployment or structuring (deployment) quality function). Modified atopology monitoring of organizational and economic mechanism of management of investment activity of road management multimodal analysis of the process and the result of interaction of a plurality of these tools, which provides its assessment on environmentalism approach. Developed economic-mathematical model of evaluation of investment needs for projects of construction, reconstruction, repair and maintenance of roads based on the lateral reflection-definition of differentiation of the capital requirement by type of work. Proved the inefficiency of the organizational-economic mechanism of management of investment activity of road management. Developed practical recommendations for modification of the mechanism of co-financing projects for development of roads means IBRD and EIB when "dosed" moderate tolerant selection of the investment projects of the many possible variants in terms of active manipulation of destabilizing factors, implementation of control systems instability and the limited randomization of financing of investment activity of road management. Substantiates the inconsistency of the existing methods of calculation of concession payments, interests of the stakeholders and its inconsistency with the requirements of international standard ISO 21500: "Guidance on project management". Methodical approach to the calculation of the concession payment for brown-field and green-field projects on concession of roads, which, unlike existing ones, based on the variability of goals and scenarios for the development of roads, provides for the formation of nomothetic approach model for use of concession roads. The practicability of modifying the methodology for the allocation of investment grants on development of roads by adjusting the volume of subventions for indices ESD and G calculated as the geometric mean of the partial indicators of the quality of roads stipulated by DBN G.1-218-182:2011 and the readiness of regional road services for the full and effective use of investment transfers. The need is proved for the introduction of tools to ensure the intention of unity and success of road concessions in improving their transport and operational condition by developing a system of measures to strengthen investment projects for the development of roads in the strategic dimension of economic security on the basis of public-private partnerships in the form of concessions aimed at minimizing all possible both real and imaginary investment risks. The vectors are identified for enhancing the controllability of the process of activating the development of roads on the basis of public-private partnerships in the form of a concession by improving the organizational and economic mechanism for managing the investment activity of the road sector through modification of tools for tax incentives for concessionaires.
