The dissertation is the first in the modern domestic science of the administrative process, a special comprehensive study of the involvement of experts in administrative proceedings. Іt is proposed to define at the legislative level the concept of the expert’s opinion as a written document containing information about the object of the research that was obtained legally and the circumstances relevant to the case established by the expert during the research using specialized knowledge.
