Serhiienko O. Public administration of civil control in the branch of urban development in Ukraine

The dissertation provides a new solution to the scientific target of public administration of civil control in the field of urban planning in Ukraine.The law nature of civil control as an object of public administration in the field of urban development is revealed. The principles of public administration of civil control in the field of urban development are identified and generalized, as the most General and objective principles on which effective civil control over the activities of public authorities in the field of urban development is based. The administrative and legal status of subjects of public administration that have power functions in the field of urban development is clarified. It is stated that the main subjects of public control are: individual citizens and formal and informal associations of citizens, mass media. The levels of civil control in the sphere of urban development are highlighted. It is concluded that the current state of regulation of relations on civil control over the activities of public authorities in the field of territorial planning is problematic. It is proved that licensing and certification as tools of public administration of civil control in the field of urban planning is an external expression of groups of administrative actions of subjects of civil control that are homogeneous in character and law nature of groups of administrative actions of subjects of civil control. It is determined that the governmental architectural-construction supervision and governmental architectural-construction control is a set of special objects. Theoretical and practical issues that need to be resolved regarding the public administration of civil control in the field of urban development are clarified. Numerous amendments and additions to the relevant law regulating urban development based on the customary law of the Ukrainian people are proposed. It is concluded that the Institute of integrity of subjects of public administration in the field of urban development is a legal and moral quality of public administration officials who are engaged in urban development.
