Apostol O. Mechanisms of public administration of competitiveness of Ukrainian economy.

Research object: state management of the competitiveness of the economy. Purpose: scientific substantiation of theoretical foundations and provision of practical recommendations for improving the mechanisms of state management of the competitiveness of the Ukrainian economy. Methods: hypothetical-deductive; generalizing and comparative; categorical analysis; trend analysis; process approach; subject-object. The results were substantiated and proposals were developed aimed at improving the mechanisms of state management of the competitiveness of the Ukrainian economy. Novelty: a qualitatively new approach to building a mechanism for increasing the competitiveness of the economy has been proposed, which provides for the mutually reinforcing action of the center and the region in the context of the imperatives of creating a regulatory and information base and developing a strategy for the region's sectoral competitiveness; improved practical approach to the development of a strategy for increasing the competitiveness of Ukraine as an organic part of the general strategy of socio-economic development; a methodological approach to the implementation of a state mechanism to ensure the sustainability of the national economy by applying the concept of the "triple helix"; theoretical approach to the modernization of state policy of increasing the competitiveness of the economy through its transfer to an innovative path of development due to the synergy of the implementation of strategic state and regional programs for the development of the competitiveness of the economy with a strategy for the development of the consumer, high-tech, mineral, fuel and energy and infrastructure sectors of the Ukrainian economy; received further development: development of the content of directions for the implementation of mechanisms for increasing the competitiveness of the economy through the development of tools for public-private partnership in functional, sectoral and municipal vectors in the presence of targeted information and analytical support, monitoring the activities of associations of employers and executive authorities and competitive co-financing of projects to increase the competitiveness of the national economy ; features of the mechanism for providing transfer payments from the state fund for financial support of regions to subnational budgets, focused on achieving the goals of modern regional policy to smooth out economic differences between regions through the introduction of the cost principle of financing the negative difference between revenues and expenditures of subnational budgets; content-categorical apparatus of science "Public administration" through clarification of the essential characteristics of the concepts "public administration of a globally competitive economy" and "mechanism of public administration of the competitiveness of the economy".
