In this dissertation analyzes theoretical approaches in public administration of regional development, taking into account modern approaches to identifying a region, conducted comparative analysis of the implementation of strategic state management of regional development in developed countries of the world by the example of countries of the Organization for Economic Cooperation and Development, investigated the genesis of strategic management of regional development in France, regional development management as part of the implementation of the European Union strategy «Europe 2020». Strategic management of regional development in the context of decentralization is analyzed, which proves that in the conditions of decentralization the provision of state strategic management of the development of regions, territorial communities and the whole country is significantly complicated since the development of development at the national, regional and local levels, on the one hand, requires a certain hierarchy in decision-making and, on the other hand, in the framework of decentralization, a similar hierarchy with traditional management measures can not be ensured. This is the dialectical essence of modern state strategic management. The state strategic management of regional development in the conditions of decentralization requires complex and multidimensional coordination of the activities of the authorities of different territorial levels, as well as local self-government bodies. Regional development management has been investigated within the framework of the implementation of the European Union strategy «Europe 2020», which has revealed that the analysis of strategic development management in the European Union has two components: a supranational strategic management system that defines directions, goals, key parameters of financial and structural policies Member States and systems of national legislation covering national, sectoral, regional and municipal levels of government.
