Fesenko T. Administrative and legal bases for the establishment and realization of State anti-corruption policy in Ukraine

The dissertation is devoted to the research of administrative and legal bases of formation and realization of the state anti - corruption policy in Ukraine. The paper provides a theoretical and legal assessment of the state anti-corruption policy of Ukraine as an object of administrative and legal regulation. The author's vision of the content of the category "state anti-corruption policy of Ukraine as an object of administrative and legal regulation" is formulated. The features of the state anti-corruption policy of Ukraine are determined and the author’s classification of its periodization in the history of the state and law of Ukraine with the separation of nine periods is proposed. The system of principles of anti-corruption policy is defined. The directions in which the state anti-corruption policy is formed are highlighted. Approaches to structural construction of legal bases of the state anti-corruption policy are singled out. The structure of the administrative and legal mechanism for the implementation of the state anti-corruption policy of Ukraine is determined and includes the following elements. The author's vision of the concept and classification of subjects of anti-corruption policy is formulated. The most important external manifestations of the content of the forms of implementation of anti-corruption policy are revealed. A set of priority measures aimed at improving the activities of anti-corruption bodies is proposed. The experience of countries that have long been in the top five of Transparency International's corruption perception rankings is considered. Within these areas, a number of changes and additions to the current legislation of Ukraine, which determines the formation and implementation of state anti-corruption policy of Ukraine.
