Hinchuk L. Institutional and legal framework for quality assurance of statistical information on administrative offenses in Ukraine

The purpose of the dissertation is to develop organizational and legal foundations for quality assurance SIAP, which is formed by state statistics. The object of research is statistical information on administrative offenses. The subject of research - theoretical principles and methods of quality assessment of SIAP. The scientific novelty of the obtained results lies in the development of organizational and legal bases for quality assurance of SIAP. The most important provisions that contain scientific novelty are as follows: for the first time: - developed theoretical and methodological principles of monitoring the quality of SIAP, the application of which will improve the quality of SIAP production processes and, consequently, increase the effectiveness of management decisions; improved: - the conceptual apparatus of SIAP research, which allowed to consider it as an object of statistical research; - theoretical and methodological principles of forming a standard report on the quality of state statistical observation of administrative offenses, which allows to assess the quality of the above observation and develop measures to improve it; - criteria for assessing the quality of SIAP, quality indicators of the processes of production of statistical information and a system of factors that affect it, in order to inform users about the quality of such information and meet the ever-growing demand for it; received further development: - methodological provisions of the state statistical observation of administrative offenses to ensure the preparation and publication of reports on the quality of the data of this observation; - theoretical principles of collecting data on administrative offenses in order to improve their quality by taking into account information about the causes and conditions of administrative offenses; - legislative and regulatory framework for assessing the quality of statistical information in general and SIAP in particular, by developing proposals for amendments to the Law of Ukraine "On State Statistics"
