Essay

The dissertation is devoted to understanding the criminological nature of terrorist activity, defining its determining complex and developing a system of measures to courter in Ukraine. Terrorist activity is considered as one of the means of waging a hybrid war of the Russian Federation against Ukraine, as well as a kind of persistent criminal practices aimed at violating public safety, destabilizing public life, intimidating the population, creating a threat to national security. The criminological characteristics of terrorist activity, which reflects the multiple increase in the level of terrorism crime during the anti-terrorist operation, the structural predominance of terrorist acts among the crimes covered by this activity, regional distribution in the temporarily occupied territories of Ukraine, as well as in Kharkiv and Odessa regions. The determining complex of this phenomenon is defined and revealed, which includes interconnected foreign policy, domestic policy, ideological and informational, security, socio-economic, organizational-administrative, normative-legal, socio-psychological criminogenic factors. The main role in the structure of these factors belongs to the protracted armed conflict, destructive information and psychological impact on the minds of people with anti-social views, organizational and material support of terrorist activities by law enforcement agencies and special services, low capacity of security forces to protect people, society and the state from terrorist threats. Proposals for countering terrorist activities in Ukraine have been developed, which are generally reduced to improving the mechanism of ensuring the state's anti-terrorist security, preventing, detecting and stopping crimes related to terrorist activities, prosecuting or neutralizing terrorists, minimizing and eliminating the consequences of terrorist activities.
