The main / different characteristics of logistic flows in construction are identified, the logistic problems of the objects construction, and the conditions of logistic concept implementation into the construction management system, which have a direct impact on the formation of the state investment policy in construction, are identified. It is established that the particularities of construction give priority to taking into account the organic relationship between cost and time, and hence the need for improvement at the same time. The DuPont model made it possible to formulate the conceptual framework and substantiate the logistic concept value into the management of construction production, which with a time optimization allows to increase the capital turnover. The use of the "5M" model (english: men, methods, machines, materials, measurement) made it possible underline the basic factors influencing for the efficiency of infrastructure investments. It is established that the public investment policy should apply not only to the construction process but also to the entire investment implementation process, from the inclination to investing and to the commissioning of the infrastructure at the end. Important elements of state regulation and financing of innovation and investment activity in Ukraine, as well as harmonized mechanisms of its institutional and resource support, are identified. It is proposed to mobilize such ways of state regulation as creating an appropriate legal framework, attracting market mechanisms for investment activity, financial support, preferential taxation, state guarantees, etc. A methodological approach for streamlining subprocesses of the supplying field at the construction company is developed - with a time-based TDABC cost accounting model that optimizes not only the duration of the operation but also the cost of its execution. The influence of exogenous factors on the cost-time relations in the construction industry is researched, typical target conflicts in construction and their consequences are identified, an algorithm of the critical path method implementation into the JIT concept is developed. Based on the survey of top-ranked managers, the modeling of the construction market development in Ukraine is carried out, the influence of the macro-environment factors on the development of the construction market are evaluated, the indicators of the optimistic, the most probable and pessimistic scenarios are substantiated. The conducted research of sources and conditions of target conflicts occurrence made it possible to identify their dynamic multidirectionality, to identify possible conflicts of goals in the logistics of supply, construction, during commissioning of a construction object. The principles of improvement of relations with the subjects of investment process of logistic infrastructure construction, state stimulation of differentiated relations with building materials suppliers, formation of relations with stakeholders in the post-investment period using the logistic approach, are substantiated. In order to generate cost savings by reducing costs, developing relationships with strategic supply partners, the segmenting them into three dimensions is proposed. The structural-semantic model of the state investment policy formation of logistic infrastructure creation and operation is constructed, it includes the following blocks: basic principles; structured goals, mechanisms, tools and instruments to achieve them, and this ensures the consistent of policy with the conditions of the infrastructure development system implementation.
