The dissertation proposes a number of theoretical and organizational methodological approaches and scientific and practical recommendations regarding the formation of a mechanism for managing the performance of medical institutions. For the first time an organizational mechanism for managing the performance of a medical institution is developed. This mechanism binds regional centers of medical information with the internal structures (teams) of the institution proposed by the author, as well as international associations that provide the data about the work of medical institutions of the region, facilitate the exchange of data and management technologies, and conducting performance benchmarking, which collectively organizationally ensures a steady increase of the efficiency of medical institutions. The theoretical and methodological approaches to the performance management for medical institutions' are improved by clarifying its essence and identifying the main approaches to its understanding, identifying the relationship between medical, social and economic efficiency, formulating the characteristics that should have an effective system of performance measurement, selecting the most appropriate methods for performance measurement and management in medical institutions, namely key performance indicators and benchmarking. The methodical approaches to the analysis of economic efficiency of non-budget and budget medical institutions are developed, which, in contrast to existing approaches, use nonparametric methods of statistical analysis, in particular, the basic and special models of the data envelopment analysis, Malmquist total factor productivity index, and instruments of international benchmarking, which ensure the fulfillment of important stages of the process of performance management for medical institutions – an evaluation, analysis and making managerial decisions. The system of personnel motivation for Ukrainian medical institutions is developed. It uses the results of the survey of the medical staff and students conducted by the author, and forms the basis of the motivational mechanism that provides the movement of the organizational mechanism, and this, in turn, is driven by an economic mechanism for managing the performance of the medical institution. A methodical approach for the creation of effective teams in medical institutions is developed. In contrast to existing approaches it includes five main stages and takes into account the specifics of the work of various medical institutions and psychotypes of medical workers. The methodical approach to making managerial decisions in the performance management of medical institutions is proposed. It includes five main stages and allows managers to take non-intuitive, but rational managerial decisions based on quantitative analysis and performance management goals. The system for evaluating and controlling the performance of medical institutions is improved through the introduction of tactical and operational key performance indicators, which together with the proposed introduction of performance dashboards comprehensively assess the medical, social, economic, technical and financial efficiencies of medical institutions. This system in real time helps the manager respond promptly to changes in the work of institution and make timely managerial decisions aimed at sustainable growth of the efficiency of medical institution. The dissertation also describes theoretical and scientific-practical approaches for the formation of a mechanism for performance management on medical institutions, in particular, the concept of «the mechanism for performance management on a medical institution» is formulated, the establishment of regional medical information centers is grounded, an operating model for managing the performance of medical institutions and a step-by-step approach the order of its functioning are presented.
