Essay

Research thesis is devoted to the development of theoretical and methodological provisions and practical recommendations on the development of railway transport enterprises' labor potential. Component's structure of the labor potential of railway transport's enterprises has been improved, the concept approach to the development of the railway transport enterprises' labor potential, which takes into account qualitative, quantitative and structural changes of the personnel's labor potential based on formation of clear criteria for assessing the components of labor potential (particularly, value-motivational, personnel, qualification, professional and organizational) within the competence, has been proposed. Five-cluster model of railway transport enterprises’ competences has been developed, which includes such clusters of competences as corporate competences, professional competences, competences of performance and experience, of potential for development, and managerial competences. The formational process of railway transport enterprises' labor potential has been improved, a methodological approach to assessing the development level of the railway transport enterprises personnel’s competence is proposed. The organizational basis for the development of the railway transport enterprises' labor potential have been disclosed, the functioning mechanism for the Center of development of the labor potential's competences at the JSC "Ukrzaliznytsya", its organizational and functional structure are determined and the structural interrelations and interaction of the center with higher educational institutions have been established. A corporately-motivational mechanism for the development of railway transport enterprises’ labor potential is proposed. The scientific and methodical approach to evaluation and management of an intellectual component of the human resources at an enterprise, which bases on the fuzzy set theory, is improved.
