The dissertation explores the powers of the investigator during the pre-trial investigation. In retrospect, an analysis of the development and formation of the institution of the investigator in all territories that are part of modern Ukraine. The content and correlation of such concepts as "function", "competence", "authority" are analyzed. Their transformation into the activity of an investigator in criminal proceedings has been made. The components of procedural independence of the investigator are characterized. Criteria for effective pre-trial investigation in accordance with the case law of the European Court of Human Rights are highlighted. Through the prism of the classification features of the investigator's powers proposed in the work, namely imperative and dispositive, a comprehensive analysis of the investigator's powers during the pre-trial investigation is carried out. Recommendations aimed at improving the efficiency of the pre-trial investigation by improving the status of the investigator in criminal proceedings are provided.
