Simchuk V. Administrative and legal principles of ensuring customs security in the context of European integration

The dissertation is devoted to the complex research of administrative and legal bases of maintenance of customs security in the conditions of European integration. According to the results of the study, a number of conclusions, proposals and recommendations proposed by the applicant personally were formulated. The essence of customs security as a component of the state customs policy and the object of administrative and legal regulation is defined. The concept, classification and levels of the system of subjects of customs security with the definition of the place and role of the State Customs Service of Ukraine are described. The legal bases and principles of ensuring customs security in Ukraine in the conditions of European integration are determined. The concept and elements of the structure of the administrative and legal status of the State Customs Service of Ukraine are formulated. The concept and essence of forms and methods of ensuring customs security by the bodies of the State Customs Service of Ukraine are revealed. Signs and proposals for improving administrative procedures in the activities of the State Customs Service of Ukraine are identified. The concepts and forms of interaction of the State Customs Service of Ukraine with other state bodies and international organizations to ensure customs security are defined. Proposals for improving the activities of state bodies in the field of customs security in the context of European integration have been formulated. The experience of the European Union countries in ensuring customs security is summarized and the possibilities of its use in Ukraine during the formation of the system of customs authorities and regulation of customs relations are determined.
