Alshaafi M. Strategic management of the development of the information potential of the health care institutions

The dissertation is devoted to the study of theoretical and methodical positions on strategic management of the development of information potential of care institutions and the substantiation of scientific and practical recommendations on the identification of trends and priorities of the introduction of information and communication technologies in the activities of health care institutions. The thesis deals with the theoretical and methogical foundations of strategic management of the health care institutions activity, work systematization of the most prominent scientific schools on the issues of economic research and management of health care institutions, on the basis of which the necessity of strengthening the corporate component in the functioning of health facilities and their restructuring in non-profit enterprises is established. The analytical section is conducting research on the activities of healthcare institutions through the use of information technologies. In the work, further development of the areas of information technologies application, in particular telemedicine in health care facilities has been developed, which provides an opportunity to solve infrastructure problems. The work demonstrates the need for electronic health records, the use of information display panels (NLP) and visualization, the EHR Usability-CIO system. The results of the research of strategic management system of the healthcare institution on the example of the Communal Enterprise «Rivne Regional Clinical Hospital» of the Rivne Region Council were presented, which provided the basis for improving the scientific method of solving the problem of establishing the proportion between different types of medical services, which allowed to solve this problem and to optimize the activity of the Municipal Institution «Rivne Regional Clinical Hospital». In the dissertation the dynamics of the bed fund and its use by the Communal Enterprise «Rivne Regional Clinical Hospital» for 2010–2017 is presented, the work of doctors of a polyclinic (out-patient department), a dispensary, consultations in it, activities of the radiological, endoscopic, physiotherapy departments of the hospital, the cabinet of medical physical training, cabinet of reflexology are analized. The results of study which identified the trends and priorities of the introduction of information and communication technologies in the activities of health facilities are received. The essence of innovations of modern medicine is revealed. The scientific method of solving the problem of establishing the proportion between different types of medical services has been improved, which allowed to solve this problem and optimize the activity of the communal institution «Rivne Regional Clinical Hospital» on this basis.
