The dissertation is devoted to the issues of theoretical and legal characteristics of administrative and legal liability for offenses in the information sphere, the state of normative regulation of administrative and legal liability for offenses in the information sphere is analyzed in detail, concepts, signs and types of administrative and legal violations are determined signs of administrative-legal violation in the information sphere, compares administrative proceedings for offenses in the information sphere with criminal, civil and disciplinary, analyzes the types of administrative penalties for offenses in the information sphere, and the author pays special attention to the prevention of offenses in the information sphere. Administrative liability in the information sphere is defined as a procedure for applying administrative penalties to the offender, mostly, but not exclusively of a property nature. The author defines the proceedings in the case of an administrative offense as regulated by the norms of mostly procedural and indirect substantive law activities of state-authorized entities aimed at considering and resolving cases of administrative offenses under the Code of Administrative Offenses and bringing the perpetrator to justice
