Essay

The dissertation is devoted to the theoretical substantiation of conceptual provisions, organizational and institutional principles of public administration in the field of civil society development and the establishment of a model of the state mechanism of stimulating the civil society development in Ukraine. Conceptual principles of formation of the state mechanism of stimulating the civil society development in Ukraine as regulations of activities of subjects of public administration on realization of normative-value, coordination and communication functions for maintenance of sustainability of development of civil society have been substantiated and its structural and functional model as part of the interconnected target, regulatory, organizational, information blocks and relevant methodological, technological, financial support, which together create the basis for joint targeted activities and effective interaction between public authorities and civil society actors has been developed. The goals of the state mechanism of stimulating the civil society development in Ukraine have been determined: creation of favorable conditions for the functioning and development of civil society; stimulating the development of its internal evolutionary mechanisms; organization of effective interaction between public authorities and civil society actors, as well as its functions - normative-value, communication and coordination – have been substantiated. It is proved that the main condition for the efficiency of the state mechanism in the field of civil society development is the joint purposeful activity of subjects and objects of management, i.e. the interaction of public authorities and civil society actors. The structural and functional model of the state mechanism of stimulating the civil society development has been developed and necessary conditions of its successful functioning have been defined: - methodological support, which is a system of principles, methods and means that are focused on solving problems of optimization, rationalization and increase in efficiency of the subjects of the state mechanism; - technological support, which is a description of the sequence and nature of the processes of stimulating the civil society development in Ukraine and the relevant optimal tools for their practical implementation by the subjects of the state mechanism, which is presented in the form of practical procedures; - financial support, within which it is proposed to create a Fund for Stimulating the Civil Society Development in order to finance on a competitive basis projects of civil society institutions aimed at the development of civil society nationwide. It has been improved organizational and legal principles for the implementation of state policy of civil society development in Ukraine by substantiating the main conceptual positions - purpose, main directions, types of communication activities, resource provision – of the draft law on civil society in Ukraine and the provisions of a separate Ministry of Public Communications and Information with defining basic functions and tasks in the field of civil society development. It has been proposed a methodical approach to evaluating the effectiveness of regional programs to stimulate the civil society development consisting of four groups of indicators, that evaluate the program on the following aspects: relevance, which is understood as compliance of the goal and the expected results of the program with certain priority needs of target groups of consumers of its results and / or focus on solving defined problems; feasibility - adherence to the logical interconnection between the main structural elements of the program (purpose, objectives, activities and expected results) and ensuring the implementation of measures with the necessary resources; effectiveness - achieving the goal of the program in the sense of achieving the desired effect; efficiency - the contribution of specific results of the program into achieving the goals and their social usefulness.
