The dissertation work is devoted to deepening of theoretical positions and development of scientific-methodical and practical recommendations on search and implementation of ways to improve the quality management process of Higher Education Institutions activity aimed at ensuring the quality of the educational process. The role of managerial activity in the process of quality assurance of higher education is investigated in the work. The managerial essence of the concept of quality of Higher Education Institutions activity is determined. The conceptual scheme of the quality management system of the educational process of a higher education institution is substantiated. It is shown that the implementation of educational activities is to carry out the components of Higher Education Institutions activity, and ensuring the conditions of educational activities is achieved by ensuring the quality of Higher Education Institutions. Compliance with the developed conceptual scheme in the process of making management decisions makes it possible to substantiate the feasibility of introducing specialized educational programs into the educational process and to ensure the stable and adaptive functioning of Higher Education Institutions due to the systematic updating of the quality management mechanism of the educational process. The methodical approach to the formation of the management mechanism of the quality assurance system of Higher Education Institutions is studied. The functional scheme of the rating system of scientific and pedagogical workers of Higher Education Institutions is substantiated. The mechanism of documentation actualization support of the estimation system management of a rating of scientific and pedagogical workers of Higher Education Institutions is improved. The mechanism of documentation actualization support of the estimation system management of a rating of scientific and pedagogical workers of Higher Education Institutions can be used to update the documentation of the stakeholders in other categories. A scientific and methodological approach to the calculation of the integral efficiency of quality indicators of research and teaching staff of Higher Education Institutions has been developed. A scientific and methodological approach to the calculation of the integral efficiency of quality indicators of the structural unit of Higher Education Institutions has been substantiated. The scientific and methodological approach to the calculation of integral efficiency of quality indicators of structural division activity of the establishment of higher education has been developed. This approach is based on the "the ideal model of educational and pedagogical unit" which takes into account the quantitative, qualitative characteristics of the staff of the unit, the results of work with applicants for higher education, employment of graduates, as well as indicators of general and personal achievements. Scenarios for making managerial decisions in the quality management system of Higher Education Institutions are proposed. The practical application of the proposed scientific and methodological approaches is shown on the example of specific management decision-making scenarios in the quality management system of free economic activity, which includes systematization of integrated performance indicators for further transformation of the components of the educational trajectory: calculation of ideal model the degree of compliance of the staff of such a unit with licensing requirements, assessing the growth of staff of the scientific and pedagogical unit, assessing the degree of compliance of the staff of the scientific and pedagogical unit with the licensing requirements with partial compliance of the ideal model of the scientific and pedagogical unit. Scenarios allow us to draw the following conclusions and make management decisions: low number of key personnel, which calls into question the possibility of accreditation of specialties of the relevant graduating unit; the predominant number of deductions of graduate and doctoral students over their graduation, which calls into question the feasibility of the continued existence of graduate / doctoral studies; insufficient work with students, which indicates improper performance of duties and requires adjustment of the educational trajectory; low levels of individual performance, which also indicates improper performance of duties and the need to adjust the educational trajectory, such as changes in the leadership of relevant departments or the organizational structure of the higher education institution.
