Essay

It has been found that no developed country in the world can provide the necessary needs for healthcare services, medicines and other technologies exclusively with public funds without the involvement of private insurance programs and so-called co-payments. The scope of state guarantees programs of providing healthcare in different countries varies, also the issues of guarantees of providing particular healthcare types, the possibility of providing medicines remain unclear, and sometimes not specified in the regulations at all. A number of human resources problems in the healthcare field have been identified, i.e. the irrational distribution of professional medical staff; imbalance, lack and sometimes low quality of professional skills, knowledge and abilities; increased level of mobility and migration due to low wages in Ukraine; unsatisfactory level of equipment of healthcare institutions that reduces the quality of services provided; inconsistency of tactical and strategic directions of the healthcare field development and policy in the healthcare field; imperfection of normative-legal regulation of the healthcare field; shortage of knowledge to shape policy and make socially important decisions on the healthcare field. It has been found that changes in the strategy of public administration of private healthcare institutions are a necessary prerequisite for the development of a radically new potentially healthy society. Moreover, the degree of national responsibility for the market of private healthcare should take into account the key features of public administration at all levels, including in the field of regulation, in the economic sector and social sphere and take into account the consequences for public health.
