The dissertation is devoted to the study of theoretical and applied approaches to the regulation of the agricultural sector in general and the mechanisms of its financial support in particular through the prism of globalization and integration of food producers in Ukraine, the European Union, the European Atomic Energy Community and their member states. The paper examines the definitions of “state support” (as part of the mechanism of state regulation of the economy, which provides a financial means of influencing the socio-economic development of the state by stimulating the concentration of financial resources in some entities and limiting access to them and their growth in others, using appropriate forms, methods and tools), “rural construction” (as a set of survey, design and construction organizations, as well as enterprises of the construction industry, specialists with specifics of the agricultural sector of the national economy and rural areas, specializing in infrastructure development of wholesale and food markets in order to create favorable socio-economic conditions for the village as a whole and rural society in particular its production and other local, regional and national functions, including focused on the formation of food sovereignty, food security), “new economic reality” (as a phenomenon that emerged in the late XX – early XXI century as a result of determining the deep transformations of economic institutions, first processes of globalization, digitalization, greening, then – global financial recession, permeation of existing models of socio-economic development of rural economy neoliberal ideas in including sustainable development of rural areas, restoration of domestic food and industrial potential, the transition from an evolutionary to a revolutionary model of rural development) and other interrelated categories in the paradigm of state regulation of the rural economy. Theoretical provisions on the tasks of the mechanism of state financial support of the agricultural sector and rural construction in conjunction with indicators of sustainable development of national food market institutions, expressed, inter alia, through a set of agricultural indicators in the UN Global Sustainable Development Goals by 2030.
Quantitative and qualitative parameters of the mechanism of state support of the agricultural sector of the economy in general and within the construction of infrastructure facilities of the civilized food market, in particular the ontogenesis of fiscal and monetary instruments to ensure sustainable dynamics of agri-food chains to create high added value assessment of the effectiveness and efficiency of certain instruments of state support of the agricultural sector of the economy, aimed at forming a network of wholesale and food markets and meeting the current needs of rural society in individual housing construction.
