Essay

The dissertation is devoted to the development of theoretical and methodological and applied provisions for the development of a strategy for the transformation of an industrial enterprise into a state of system – perfect business organization. The dissertation considers the scientific essence of the enterprise as a system-perfect business organization. To reveal the essence of the concept of system perfection of the enterprise, as well as analyzed the meaning of the concept of «system» for application to organizational and economic systems, as well as on the basis of generalization proposed a set of system properties, principles and patterns. The table of comparative characteristics between «system-perfect business organization» and «enterprise» is formed. The dissertation reveals the content of the transformation of the enterprise into a a system-perfect business organization, separately considers the systemic perfection of the enterprise through the prism of perfection of its elements (means of labor, objects of labor, working conditions and active elements (employees)) and connections between them. The conceptual principles of the basis of a system-perfect business organization are proposed, and the model of the enterprise as a system-perfect business organization from the standpoint of the object of management is considered, which is the result of the author’s research and improvement of existing tools. The improved model differs in the inclusion in its structure of the parameter «culture as a way of life» and the branching of the mission of the enterprise into two parameters: the mission of creation and operation, where systemic perfection is a function of the systemic state of the enterprise. Strategic guidelines and functional converter, as well as the decomposition of the model of the system potential of the enterprise to the third level, the elements of the system. Also, a graphic interpretation of the substantive component of the strategy of transformation of the economic system is presented and a conceptual scheme of systemic perfection of the hierarchy of subjects of socio-economic activity is proposed. In the dissertation the methodical approach concerning the analysis of a level of system perfection of the enterprise by results of its functioning is given also substantiation. The application of certain tools for diagnosing the enterprise as a system-perfect business organization to determine the starting position for further development of the transformation strategy is proposed; developed organizational support for the development and implementation of the strategy of transformation of the enterprise into a state of a system-perfect business organization. Based on the provided model for determining the level of system-perfect business organization, a system diagnostics toolkit is proposed, which includes a model for estimating the integrated level of system state of the enterprise, a model for estimating differentiated parameters, system state of the enterprise, scales for their estimation assessment of the level of condition of system elements and coefficients of connection between them and a graphic profile of display of results of system diagnostics. Accordingly, the estimation model should be performed at several levels of decomposition. At the first level, such components as: interaction with the external environment, the state of strategic targets, the state of the functional converter are distinguished. According to the components of interaction with the external environment and strategic targets, the second level of decomposition is represented by the corresponding parameters with coefficients of systemic significance, where the integral value is calculated by multiplying the level of parameters by the specified coefficient and adding them. The second, third and fourth levels of decomposition are given by the functional converter. The overall assessment of the enterprise is calculated by gradually determining the integral values for each level of decomposition, taking into account the coefficients of systemic significance. Graphical interpretation of the obtained results allows to identify shortcomings and develop directions of implementation machine-building enterprises.
