The study of the essence and identification and generalization of the characteristic features of the application of the principles of public administration powers division to formulate theoretical provisions for improving legislation in this area. It is determined that the principles of formation of the system of powers of public administration should be understood as guidelines and basic provisions that express the essence and underlie the formation of the system of public administration and distribution between its structural units in accordance with modern requirements of state development. The methodological basis of this dissertation research was the position that the regulatory effect of the principles of law in relation to the subjects of power has a limited scope, however, in addition to general functions (assistance in interpreting the law, determining the grounds for revision of legal acts, assistance in overcoming gaps in law) the principles perform the function of the basis for action in some cases. Thus, due to the principles, the general goals and values, the purpose of activity of this or that power subject can be included in the law.
