Prykhodko V. Theoretical and practical bases of functioning and use of forensic databases of the Ministry of Internal Affairs of Ukraine

The object of the study is public relations that arise in the organization of the functioning and use of forensic records of the Ministry of Internal Affairs of Ukraine. The purpose of the study is to solve a specific scientific problem to develop recommendations for the operation and use of forensic records of the Ministry of Internal Affairs of Ukraine in the investigation of criminal offenses. The methodological basis of the dissertation research was general scientific and special methods of cognition: dialectical, system-structural, comparative-legal, sociological and statistical methods, as well as methods of formal logic. Theoretical and practical results, novelty: classification of accounts by functional (target) purpose is proposed with their division into search and reference and exclusion of reference and auxiliary accounts in the form of collections from the generally accepted classification due to their actual absence and non-functionality; proposed development and implementation in the practice of investigation of national habitatoscopic accounting, formed on the basis of modern ideas about the features of human appearance and the possibility of their identification by computer technology, as well as taking into account the development of technical means of video recording and digital video processing; an algorithm for the use of forensic records depending on the typical investigative situations of the initial and subsequent stages of the investigation has been developed. Degree of implementation: in rule-making activity - for improvement of normative-legal regulation of functioning and use of forensic records in investigation of criminal offenses; in the scientific sphere - to develop scientific provisions of the theory of criminology, scientific recommendations for the effective organization of pre-trial investigation, solving problematic issues of information and reference support for the investigation of criminal offenses. Scope of use: in the educational process by scientific and pedagogical staff of higher educational institutions for the development of educational programs, methodological materials, recommendations for the study of disciplines of criminology, criminal procedure and special courses, preparation of textbooks and manuals in these disciplines; practical activities of pre-trial investigation units, information and analytical support of the National Police of Ukraine, expert units of the Ministry of Internal Affairs of Ukraine to improve the formation and use of forensic records in the investigation.
