Essay

The dissertation is devoted to research of functioning of the control system by a telecommunication network in the conditions of extraordinary situations and methods of increase of indexes of quality of such system. The logical and functional models of the national control system by the networks of telecommunications on the base of TМN (Telecommunications Management Network) are developed . The basic tasks and functions of management by a telecommunication network in the conditions of extraordinary are certain situations. The general structure of national center of management by the telecommunication networks of Ukraine is developed. The general structure of the control system by the networks of telecommunications on a hierarchical structure is developed . The method of calculation of delay of time of implementation of basic transactions in the control system is developed. On a method the calculation of dependence of time of delay of implementation of transaction in SU from different parameters determining descriptions of the control systems is conducted. The method of synthesis of the optimum control system with the use of conditional criterion of preference on two criteria is developed (by the indexes of quality): sometimes delays of implementation of transaction in the control system and cost of the control system. The possibility of constructing an adaptive information transmission system is considered: with adaptation in a continuous channel (at the modem level) and with adaptation in a discrete channel (at the codec level). The real use of these systems is investigated, the advantages and disadvantages are identified. The problems of invariance in SU of different classes are investigated. It has been established that invariant systems with adaptation in a continuous channel are effective with a relatively smooth change in the characteristics of the channel and with long-term actions of the channel with powerful interference. The use of systems with adaptation in a discrete channel is most expedient for interference, leading to short-term disappearances of the signal and grouping of errors. The got results allow to realize optimum construction of the control system by the telecommunication network of Ukraine in the conditions of extraordinary situations.
