The essence of management of strategic changes of the enterprises is opened in the work, features and the concept of formation of the mechanism of management of strategic changes of the telecommunication enterprises are developed and scientific approaches to diagnostics of management of strategic changes of the telecommunication enterprises in the conditions of digital transformation are improved. It is emphasized that in recent years the concept of digital transformation has begun to cover all activities of telecommunicationscompanies: the scale of the use of virtual business processes. In addition, the role of the state is growing, based on the use of this concept it is much more efficient to carry out transactions between enterprises and departments. The state and tendencies of development of telecommunication enterprises in the conditions of digital transformation are characterized, in particular it is noted that in 2019 incomes from rendering of communication services have made 72 961 million UAH, incomes from rendering of telecommunication services makes 91,0%, and from provision of postal services and courier services ‒9.0%. The number of fixed access points to the Internet is 7,265 thousand units. (1,173 thousand units - in rural areas). The regions with the highest provision of the population with fixed access to the Internet were the cities of Kyiv, Kyiv, Odessa, Lviv and Zaporizhia regions, and with the lowest – Luhansk, Kirovohrad, Chernihiv and Donetsk regions. The vast majority of Internet points (76%) access at speeds from 10 to 100 Mbps. The mechanism of management of strategic changes of telecommunication enterprises in the conditions of digital transformation is diagnosed, in particular it is noted that 22% of heads of the investigated enterprises expressed belief that after carrying out changes it is necessary to be guided by environmental factors. The management of the majority of telecommunication enterprises (34%) considers changes as a means to achieve better results. Partial application of strategic management elements was found in 46% of enterprises. Lack of formed and substantiated development strategy is typical for a third of telecommunication enterprises.
