The dissertation systematizes scientific views on the genesis of the formation and development of public-private partnership in the field of economics. It is proved that in Ukraine the development of relations between the state and business, at present is at an initial stage, as far as the institutional basis for the implementation of effective public-private partnership has not yet been created. This situation initiates a scientific substantiation of the content of public-private partnership and its importance for the development of public relations, as well as the ways and forms of its implementation.
It is emphasized that public-private partnership can be considered as a financial relationship between public authorities and the private sector on mutually beneficial terms, that include investing funds of business representatives in the development of state-owned objects and provide joint management.
A comprehensive analysis of the agreements concluded in Ukraine, within the framework of public-private partnership programs, and the legislative space for their provision allowed carrying out the author's systematization of five main models of public-private partnership and areas of their application, namely: contractual (services provided to the population, supply for the needs of the state); concession (transfer of the right to build, or operate, facilities to private partners, which includes the implementation of national, socially-oriented and capital-intensive projects); leasing (lease of state-owned facilities and production equipment by private partners); cooperative (organization of joint public-private enterprises); production sharing agreement (extraction of state-owned raw materials by a private partner with future production sharing).
The tendencies of application of successful experience of the EU countries to increase the efficiency of public-private partnership projects realization, the decision of the basic problems of their development in social and economic spheres, and for updating of an infrastructure of the countries are considered. Emphasis is placed on the main features that characterize public-private partnership projects, in accordance with the provisions of the European Union’s Green Book.
The model of public-private partnership mechanisms improvement in the field of economics in Ukraine is developed, differing in algorithmization of processes of maintenance and realization of interests of all subject structure of this partnership: state-customer, enterprise-performer, society-mediator and system character, taking into account modern globalization tendencies, foreign concepts.
