Essay

The dissertation is devoted to the comprehensive study of the social policy of the Franklin Delano Roosevelt and Harry Truman Administrations (1933 – 1952). It consists of the following components: Abstract written in Ukrainian and English, Introduction, 4 Chapters that unite 8 Sections, Conclusions, List of References and Attachments. The dissertation reviews the main characteristics of the U.S. social policy (1933 – 1952) research in the works of American, European, Ukrainian, Soviet and Russian scholars. The key schools of American historiography, the main works, its peculiarities and trends in the study of U.S. social policy during 1933 – 1952 are revealed and described in the research process. Since historians and other authors have not yet identified the Franklin Delano Roosevelt and Harry Truman years of presidency as an integral and very basic stage of the American social policy development, the present dissertation attempts to fill the gap. The study is based on a wide range of historical sources. This is mainly due to online access to collections of the U.S. archives. Given the focus of this research on the federal employment policy and social security system in the USA between 1933 – 1952, the dissertation considers the problem of unemployment and government measures to address it, such as formation of federal public works programs in the years of Great Depression and implementation of the strategic Employment Act after World War II. Equal attention is paid to the process of launching, realization and improving the federal social relief and federal social insurance that became the core of American social security system in the Roosevelt-Truman era.
