Darchyn V. Mechanisms for ensuring public policy on overcoming poverty in Ukraine

In the dissertation work the theoretical and methodological substantiation of features of application of mechanisms of maintenance of public policy on overcoming of poverty and development of practical recommendations on perfection of activity of authorities in this sphere is carried out. The author proposes a complex mechanism for optimizing public policy to combat poverty in Ukraine, the main areas of which are: institutional (to build an inclusive model of employment institutions; to improve the legislative regulation of the social sphere); social (provide opportunities for education and training; promote the development of intellectual potential; provide adequate financial support to vulnerable groups); political (remove criminals from power; reduce corruption; democratize public life); financial (create conditions for the development of a fair and efficient monetary, financial and tax system; ensure equal access to business lending; develop an effective social insurance system; harmonize the level of salary and subsistence level); economic (develop the service sector and the electronics industry; encourage citizens to invest and save; create favorable conditions for small and medium-sized businesses); information and analytical (ensuring regular monitoring in the field of poverty reduction; development of an official social online platform for providing sponsorship / charitable assistance to the poor; creation of a state online platform for courses and trainings to gain new knowledge and skills of the poor completion of training). The theoretical approach to the definition of «poverty» and «mechanism of public policy to overcome poverty» has been improved. In addition, the work based on foreign experience suggests ways to implement best practices in overcoming poverty, which involves the following steps: to stabilize the domestic financial system, minimize inflation and gradually abandon excessive foreign lending to the economy; create a favorable legal and tax environment to attract capital from foreign investors on a mutually beneficial basis in order to develop depressed regions, private initiatives and medium-sized businesses; financially support scientific and research institutions, introduce innovations and intensify export activities among business entities; to ensure equal access of business entities to the state insurance of risks in the field of foreign economic activity; to industrialize the domestic economy, increase construction, intensify agrarian transformation Key words: state, socio-economic development, social sphere, poverty, public policy, overcoming poverty, mechanisms for ensuring public policy, Sustainable Development Goals.
